Terms of Reference

Purpose
The Group will prepare a three-year strategy in the form of a tool kit that will address the following areas:
•    Bibliometrics (including MyRI)
•    Data management,
•    Digital content
•    Publication Strategy Support (available routes, Open Access etc)
•    Managing community relationships (students, faculty, relevant institutional offices, campus companies etc)
•    Advocacy
•    Training/Capacity building including the development of specialism’s, research package specific support
In addition to the resources, the group may organise events to address the above.

Objectives
To prepare a 3 year strategy to develop the research support capacity of CONUL libraries in the key areas identified through the production of a tool kit that is flexible, accessible and impact focused.
The group will adopt a participative approach and will seek to adapt existing models, resource and examples of best practice where possible.

Operational Structure
The Champion, Cathal McCauley (NUIM) will convene the first meeting (May 2013) of the group, act as guide to the members, and as a conduit for reporting to CONUL.  The Champion will also provide regular feedback from CONUL to the members. As of June 2014 Chris Pressler (DCU) will be the Champion of the group.
The Chair, Aoife Geraghty (UL) is responsible for convening and chairing meetings, distributing work to group members, meeting deadlines and keeping to any approved budgets.
Membership of the group can change annually but there must be a minimum of five members at any time.  Each group will consist of a staff member nominated from member libraries thereby involving a large number of staff in the decision making process of CONUL.

The group will begin work on the recommendations approved at the mini Colloquium November 2012
Procedures
The group will be responsible for updating the website.  Ciarán Quinn (MU) has accepted this role.
The group will meet as needed.
Optional executive support through the role of the CONUL Administrator is available under pre approved arrangement.
In October each year the group will produce an annual statement of achievements during the past calendar year. At the same time an action plan will be prepared for the coming year in alignment with CONUL objectives.
Financial outlay by the group will be centralised through CONUL and require approval.
